Does you town/city enforce recycling??

Hi everyone....
Just wondering does your towns, local gov't enforce recycling?

As many of you know I am originally from South Carolina and when I was back home visiting 2 yrs ago I noticed that the town my family lives in DOES not recycle AT ALL. I was amazed.... In the UK (England Ireland Scotland and Wales) they recycle religiously! We have what we call 'wheelie bins' 3 diffe...
